
2000 Annual Report Executive Summary
Jackson County Enterprise Community
The Jackson County Development Council, Inc. (JCDC) has made great progress
in the implementation of the Strategic Plan during calendar year 2000, with the
addition of two key managers and two other community development staff members.
Partnerships and collaborative efforts have resulted in the following major
accomplishments:
- 48 Unit Apartment complex under construction
- 25 new low income homes constructed
- 25 low income homes rehabilitated
- 245 prospective new homeowners completed Home-buyers Education course,
with an additional 361 attending one or two classes
- $195,746 of State and Federal Grant funds received for low income housing
and weatherization projects
- $350,000 of Grant funds received for home buyouts and demolition
- $6,033,648 of Grant funds received for Infrastructure and road
improvements
- $150,500 of Grant funds received for Public Transportation
- $388,000 of Grant funds received by City of Graceville for Intermobile
Service Transportation
- $131,488 of Grant funds received for Jackson County Emergency Management
- $175,627 of Grant funds received for Jackson County Waste Recycling and
Management
- $967,079 of Grant funds received for Law Enforcement Programs and
Courthouse improvements (including $35,985 for a program to stop Domestic
Violence Against Women)
- $783,642 of Grant funds received for Libraries and Reading Programs
- $200,000 per year for seven years Grant received from U. S. Department of
Health for "Closing the Gap" Program
- $341,617 of Grant funds received by the City of Marianna for various
projects
- $500,000 Economic Development Grant funds received by City of Graceville
- $100,000 Recreational Development Grant funds received by City of
Graceville
- $50,000 Recreational Development Grant funds received by the Town of
Greenwood
- $75,000 Grant received for Cops in School Program by City of Graceville
- The "One Stop Center" (Chipola Regional Workforce Development
Planning Board) received $2,121,177 of Grant funds, serving 2,383 people
- $269,481 Grant funds received by the Town of Campbellton for well
construction
- $2,000,000 received from The Governor's Office of Tourism, Trade and
Economic Development (Florida) for the Sykes Enterprises recruitment,
bringing 650 jobs to the Jackson County Enterprise Community
- 77 businesses and home-owners assisted by JCDC staff in processing of
applications for Florida Enterprise Zone tax refund applications. Tax
refunds during the calendar year included: Business Equipment Sales Tax,
$33,331; Building Materials Sales Tax, $77,776, Jobs Credits Against
Corporate Income Tax, $12,254; Jobs Credits Against Sales Tax, $68,690, with
a total new jobs created of 127 related to these applications. The total tax
refunds applied for during the calendar year 2000 is $179,797, with a grand
total since inception of $414,754.
- Jobs created this calendar year through expansion of existing businesses
total 120, with another 101 additional jobs expected in the future
- Jobs created this calendar year through recruitment of new businesses
total 710
- Negotiations and assistance has been ongoing throughout the year 2000 in
recruiting 10 additional businesses to the Enterprise Community, with
prospects for 419 additional jobs.
Community participation, partnerships, and alliances have greatly increased.
JCDC staff assisted four communities within the EC in forming Non-Profit
Corporations and applying for IRS 501(c)3 status, three of which have already
been approved by the IRS.
A "can do" attitude of cooperation has surfaced within Jackson
County, with the City Governments, the County Administration, the One Stop
Center, Chipola Jr. College, the Governor's Office, Enterprise Florida, JCDC,
and many others, all working together in one accord to bring Sykes Enterprises
here with 650 above average jobs. This project was initiated and managed by JCDC
from inception to successful conclusion.
