2001 Annual Report Executive Summary

Central Savannah River Area (CSRA) EC

The CSRA Enterprise Community, Inc. has made several milestone accomplishments this past year.  With the challenge of operating without a designated Executive Director during the last four months of this fiscal year, we have continued to provide services to the community on a limited budget. The CSRA Regional Development Center has stepped in and provided an acting director in order to continue the coordination of monthly board meetings, strategic planning accomplishments and accounting services.  Programs and services in our community have become the responsibility of the local boards and their local governments.

The CSRA Enterprise Community is comprised of 10 census tracts in a six county area.  We have a total of nine Human Development Centers (HDC); a center located in each census tract with one center designated for two census tracts.  An extremely successful program has been the First Time Homebuyer Education classes.  Of the two of five scheduled classes held in Burke and Hancock Counties, there were 57 participants with 31 receiving HUD certificates. After the final class, there will be follow-up housing counseling offered in each community.  In the HDC's, we provide services such as GED classes, computer classes, after school tutoring, resource mothers, life learning skills and customers service skills.  We also have our Healthy Start initiative in the centers as well as certified nursing training classes.  The plan of sustainability was that the local governments would continue the operation and managing of the HDC's as well as keeping them opened. The mere challenge of day to day operations for some governments did not allow them to continue fiscal support of the HDC.  On the other hand, buy-in from local governments was implemented immediately by others.  Despite having little-to-no funding, the local boards as well as the regional board, meet monthly paying their own expenses including transportation, food, utilities and postage cost.  All nine HDC's remain open today--thanks to the community and local governmental support.
