Jackson County Enterprise Community
During calendar year 2001, the Jackson County Development Council, Inc. (JCDC) made unprecedented progress in carrying out the tenants of the Strategic Plan and meeting the goals of its Benchmarking Management System. The JCDC aggressively supported partnerships and collaborative efforts which resulted in the submission of 38 funding applications which leveraged receipt of $35,506,674.00 in federal, state, and local funds to support the County and the five incorporated cities within the Federal Rural Enterprise Community. Additionally, approximately $19,855,630 in private funds were leveraged through new business creation, existing business sustainability, and support of affordable housing needs.
2001 was a banner year for the Jackson County EC with a leveraged fund grand total of $55,362,304.00. The success of the year 2001 effort is noticeably recognizable through the creation of new jobs, enhanced community support, and overall “quality of life” improvements for all residents of Jackson County. The following major accomplishments are reported: ¨ $240,819.00 SHIP funds received by Jackson County; 30 new low income homes were constructed, 14 existing low income homes were purchased ¨ $240,820.00 SHIP funds received by Jackson County; 30 low income homes were rehabilitated ¨ 155 prospective new homeowners completed home-buyers education ¨ $1,993,924 economic development transportation fund grant received by City of Graceville in support of the new Rex Lumber Company ¨ $114,981 community assistance (COPS) grant for the City of Graceville ¨ $1,155,000 legislative appropriation for sewer infrastructure received by City of Graceville ¨ $10,000 community assistance “centennial” grant received by the City of Graceville ¨ $50,000 recreation development grant received by City of Jacob City ¨ $100,000 recreation development grant received by Town of Campbelton ¨ $18,579 community assistance grant received by City of Marianna ¨ $488,290 economic development transportation fund grant received by City of Marianna ¨ $4,391 recreation development grant received by City of Marianna ¨ $42,870 federal aviation assistance grant received by City of Marianna ¨ $22,194,180 department of education funding assistance to Jackson County School Board ¨ $166,667 department of health funding assistance to Jackson County Health Department ¨ $5,804,441 department of transportation funding assistance to Jackson County ¨ $26,436 community assistance grant to Jackson County ¨ $481,007 department of state library assistance funding to Jackson County ¨ $50,000 recreation development grant to Jackson County ¨ $202,500 community assistance grant to Jackson County ¨ $9,183 community assistance grant to Renaissance Park, Jackson County ¨ $1,736,392 community assistance grant to Chipola Jr. College, One Stop ¨ $44,600 Incumbent Worker Training Grant to Chipola Jr. College on behalf of Alliance Laundry Systems ¨ $327,863 rural business enterprise grant to the Jackson County Development Council, Inc. in support of the New North Florida Cooperative Association ¨ $12,914 Florida Department of Health Grant to the Jackson County Development Council, Inc. in support of minority tobacco control. ¨ $19,855,630 in leveraged funds from private sources received in the Jackson County EC ¨ During 2001, 89 businesses and home-owners were assisted by the JCDC in processing applications for the Florida Enterprise Zone tax refund. Tax refunds during the calendar year included: Business Equipment Sales Tax - $34,103.59; Building Materials Sales Tax - $122,310.88; Jobs Credits Against Corporate Income Tax - $73,694.46; Jobs Credits Against Sales Tax - $37,345.45 ¨ A total of 137 new jobs were created associated with business tax refund applications. The total tax refunds applied for during the year 2001 was $267,454.38 with a grand total of $682,208.00 since inception. A total of 270 jobs were created this year through new business recruitment efforts. Negotiations efforts with nine (9) business prospects have been ongoing throughout the year 2001 with potential for 745 additional jobs. Four (4) active prospect proposals currently in negotiation offer the potential for 545 jobs.
