EXECUTIVE SUMMARY: The rural EZ/EC Initiative that was created to better serve the impoverished rural citizens has been a success in the Scott/McCreary Area Revitalization Team (SMART) area. The following is a summary of major activities occurring in Scott County for the year ending December 31, 2001. The highlights of this year's activities include: 1) Scott County received funding in the amount of $998,571 to be used to construct a 20 unit family complex . 2) The new $6.1 million Oneida water treatment plant was formally dedicated. The new plant can handle more than four million gallons of water per day. 3) The Town of Huntsville was awarded $1,438,000 for USDA-Rural Development for improvements to the existing wastewater treatment plant and two new pumping stations. 4) Funds were received for the expansion and upgrading of the South Scott County and Mid-County volunteer fire departments. 5) Dedication was held for "Grandma's House" - another name for the Children's Center of the Cumberlands. Grandma's House, a child-friendly, homelike facility, is used to provide services to children who have been victims of sexual or physical abuse. 6) Funding in the amount of $231,916 was received to construct and operate a visitor center at the intersection of U.S. Highway 27 and Tennessee Highway 63 in Scott County. 7) The ETEP School-to-Work Program instituted a work skills/job shadowing curriculum in the two local high schools. 8) Scott County received a $60,451 Rural Business Enterprise Grant to be used for site of development of the Scott County Airport Industrial Park, the county's newest industrial park. 9) The fourth assisted-living residence constructed for HOPE (Housing Opportunities and People's Enterprises) was completed. This facility will serve clients who are classified "most severely disabled." 10) Highway 63 construction was completed. The four-lane section, which includes sidewalking, extends from downtown Huntsville to the intersection with Highway 27. 11) Continued support of local entrepreneurs through the Intermediary Relending Program in both Scott and McCreary County. 12) Ground-breaking for a new $130,000,000.00 federal penitentiary in Pine Knot. 13) Continued expansion of LeSportsac, a manufacturer of high quality soft-side luggage. LeSportsac's employment has grown by 250 jobs during 2001. Anticipated employment is expected to exceed 1000 within the next one to two years. 14) Completion of funding packages to construct over $30,000,000.00 in public infrastructure, including the addition of a 2.0 mgd water treatment plant, approximately $15,000,000.00 in water and sanitary sewer improvements. 15) Addition of several miles of natural gas transmission and distribution lines. 16) Funding was secured for a new $2,500,000.00 expansion at the McCreary Center Campus of Somerset Community College. The expansion will house technical programming offered by Somerset Technical College and will be the first in Kentucky to house both institutions on the same campus. 17) Addition of several new or expanding retail businesses and property acquisition related to the reconstruction of a 2 mile portion of US Highway 27. 18) Funding was secured in the 2001 Session of the Kentucky General Assembly to add a 1000LF extension to the McCreary County Airport. Work is expected to begin in 2001. 19) Purchased a new ditching machine for the McCreary County Water District at a cost of $72,713.31, which will afford them the capability of doing a number of short line extensions internally. 20) Sponsored a number of workshops and attendance at trade shows to sponsor growth of local businesses and craft production. 21) Established a McCreary County Web page. 22) Occupied the last of 6 homes constructed by Smarthome. 23) Assisted the McCreary County Chamber of Commerce in their efforts to further develop a strategic plan for business opportunity brought about as a result of the new US Penitentiary. 24) Worked with Congressman Rogers to establish a new tourism initiative for Southern and Southeastern Kentucky, "Company's Coming." 25) Received funding from Pride for 2 clean-up programs through the Pride initiative. SMART will provide interim funding to support the effort. 26) Received partial funding approval from EPA for expansion of sanitary sewer in Stearns.
