Greater Portsmouth Enterprise Community
2002
was a productive year during which the Enterprise Community focused on its
remaining benchmarks. Each of the active benchmarks has secured stable funding
and our provider partners are making considerable progress toward stated goals.
Combined new funding received during the year totaled $5,412,000. New sources of
support for existing and new benchmarks are actively being sought. Funding
requests as of 12/31/02 total $720,400. Several other proposals are in the early
development stage. No new benchmarks became active during 2002. However,
benchmarks #3, #7, #39, #42, #43, #44, #45, #46 and #47 were revised to
accommodate additional funding and/or expanded services. Benchmark #33 was
de-activated due to a cessation of gas line installation activity by Horizon
Utilities. Activities and services described in inactive benchmarks
#4-#8-#9-#11-#13 remain as integral components of broader based, countywide
programs. The Brownfields Initiative continues to make progress. Another major
step toward reclamation and development of the New Boston site was taken with an
award of $3,000,000 in Clean Ohio funds to the Southern Ohio Port Authority (SOPA)
for clean up of an additional 30 acres. The details of that project are included
in the “Most Significant Accomplishments” section of the narrative. Support
for local entrepreneurs continues through the Southern Ohio Growth Partnership (SOGP)
and the Portsmouth Inner City Development Corporation (PIDC). These EC partners
have provided loan support to a total of 15 new or existing businesses during
the past year. The commitment to increased access to health services has
resulted in substantial growth in terms of funding and number of patients
served. Both the CAO Primary Health Clinic and the CAO Center for Dental
Wellness have expanded with support of new funding sources.
