Jackson County Enterprise Community
Throughout 2002, the Jackson County Development Council, Inc. (JCDC) successfully continued to achieve the economic and community development goals of its Strategic Plan while making marked progress in carrying out benchmark tasking requirements. Community partnership and business enterprise efforts resulted in the submission of 73 funding applications which leveraged receipt of $29,616,443 in federal, state, and local funds to support the County and the five incorporated cities within the Federal Rural Enterprise Community. Additionally, 14,726,800 in private funds was leveraged through new business creation, existing business sustainability, and support of affordable housing needs which brings the Jackson County ECs cumulative leveraged fund total for calendar year 2002 to $44,343,243. During the year, the JCDC responded to 1,472 business assistance requests and inquiries which contributed to the creation of 103 new jobs.
Jackson Countys economic and community development progress for 2002 is evident through the following major accomplishments:
$285,085 SHIP funds received by Jackson County; 35 new low income homes were constructed, 7 existing low income homes were purchased
$258,826 SHIP funds received by Jackson County; 31 low income homes were rehabilitated 366 prospective new homeowners completed home-buyers education
$950,000 building construction grant received by Chipola Junior College
$14,901 workforce development funding received by Chipola Junior College
$674,071 job creation funding received by the Marianna One-Stop Center.
$32,325 workforce development funding received by the Jackson County School Board
$278,778 in health care funding received by the Jackson County Health Department
$150,000 recreation development grant (FRDAP) received by the Town of Campbellton
$590,923 in funding for WWTP upgrades for the City of Graceville
$10,000 in administrative funding (comp plan) for the City of Graceville
$700,000 CDBG for WWTP upgrades received by the City of Marianna

$14,726,800 private source leveraged funds were received in the Jackson County EC. This included $10,900,000 in capital improvement funding on behalf of Rex Lumber Company. Another $3,826,800 in capital improvement funding was made on behalf of the Holly Hill Housing Complex
During 2002, 45 businesses and home-owners were assisted by the JCDC in processing applications for the Florida Enterprise Zone tax refund program. Tax refunds included: Business Equipment Sales Tax - $20,813; Building Materials Sales Tax - $82,519; Jobs Credits Against Corporate Income Tax - $44,910; Jobs Credits Against Sales Tax - $14,169
A total of 76 new jobs were created associated with business tax refund
applications. The total tax refunds applied for during the year 2002 was
$162,411 with a grand total of $844,619 since inception
