
2003 Annual Report Executive Summary
Williamsburg/Lake City Enterprise County
The Williamsburg Enterprise Community Commission, Inc. (WECC) finished a year of administration with out the services of a salaried Executive Director. The agency made progress in the following areas: education, housing, leadership, Individual Development Accounts (IDA), community relations, credit counseling, homebuyer’s initiatives, small business development and tourism.
In education,
the WECC presented the synopsis of its operations to the “Education in Industry”
class of twenty- five local educators and emphasized the importance of having
teachers give students an overview of how credit and the use or the misuse of it
affects future lives in employment and quality of life. The organization also
provided training for a student as a carpenter’s assistant and three students as
office assistants. The WECC also provided educational up-grades for seven of its
Transitional Housing participants allowing five to become state certified
nursing assistants and two received GED’s. In the area of housing, one family
moved into the subdivision while 109 others attended classes to become potential
homeowners by repairing credit or becoming a part of the IDA savings program
that may be used to assist with down payments and closing cost. We currently
have a total of 15 persons participating in the IDA savings program. The
organization partnered with the American Red Cross to do minor repairs or build
ramps to homes for ten disabled or elderly citizens. We also partnered with SC
State Housing Finance and Development Authority to do Emergency Repairs for four
homes for very low income elderly families. The Williamsburg Leadership
Partnership had a class of sixteen persons that met monthly to explore local,
state and national views and issues on leadership. The class adopted three
projects to work on that will improve the future quality of life in the areas of
health, transportation and employment for residents in our community. These are
long-term projects that will require the members of this class to continue to
work and implement them after the classes have ended. The WECC partnered with
the Medical University of South Carolina (MUSC), SC State University, The
Department of Energy and local elected officials to sponsor the Williamsburg
County Community Leaders Institute. The WECC hosted the Community Relation
Council meetings until the council elected its own officers and the council is
proceeding with training in mediation and problem solving provided by the South
Carolina Human Affairs Commission. The Small Business Center continued to
encourage our residents to prepare for business ownership and assist them in
preparing business plans for loans and servicing current loans.
