Lead Entity: CREATE (The name of the lead managing entity which is comprised of the Cheyenne River Sioux Tribe and the surrounding city and county governments and other key players).

Background: 

Community Overview:

The partnership between the Cheyenne River Sioux Tribe and the surrounding communities on the Reservation was created to address the economically depressed status of this geographic area.  Continued out-migration and a severe drought throughout the region, which began in the fall of 2001, have made the economic conditions even worse.  Some progress has been made in the form of housing, infrastructure, and small business development with Rural Development and other funding, but much more capital and development planning will be needed to help this community meet its goals.

Strategic Plan Highlights:  

With the implementation of its strategic plan, CREATE seeks to achieve a balance in economic and community development. Progress on implementing their strategy includes:

 

·        A Planning Committee for a Business Incubator was formed and after approximately 2 years of work, Four Bands Community Fund was created and later funded by USDA to provide Technical Assistance and Revolving Loan Fund dollars to small business owners.

·        Emergency Medical Service applications were developed and later funded by Rural Development and State of South Dakota for the following: Dewey County-Ambulance, Dupree- Emergency Siren System, Eagle Butte- Siren System, Eagle Butte- Fire Hall, Isabel- Fire Truck, Isabel- Siren System, Isabel- Fire Hall, Timber Lake- Fire Hall.

·        Water and Environmental planning was completed with projects planned in 6 different communities and one funded in Isabel with USDA RD funding.

·        A Planning Committee for Tribal Projects was formed with a list of 5 priorities targeted where ongoing meetings have been held with various funding agencies. One of the priorities, a Tribal landfill, has recently been funded  by USDA RD.

Sources include Tribal Funds, BIA, IHSD, FDIC, many private and charitable foundation sources, State of South Dakota (CDBG) and EDA.

 

Community Involvement:

The Tribal Planning Office has continued to hold meetings which include representatives from the other communities on the reservation to keep well informed of the status of the various goals of the entire region.
