Beadle/Spink Enterprise Community
Beadle and Spink Counties, South Dakota
The Beadle/Spink Enterprise Community is comprised of parts of Beadle and Spink Counties located in east central South Dakota. The EC is proud of the fact that six communities and the "areas in between" have bonded to form this one community. The sense of community has grown as residents become more educated and involved in this new way of doing things. The EC has established a Continuous Improvement Council (CIC) to serve in an advisory capacity to keep the empowerment initiative on track and to evaluate and recommend improvements. The membership is open to all interested citizens and organizations. The EC is proud of its newsletter published on a quarterly basis and mailed to more than 1500 people. It is also distributed in public areas in the EC.
The major focuses of the EC include business development, particularly revolving loan funds, education, sustainable agricultural projects, health care, and affordable housing, and leadership development activities.

Business Loans: A total of 33 business loans have been funded through the EC’s various loan programs. Seven Certificate of Deposit loans, two direct, eleven IRP revolving loans and thirteen Rural Business Enterprise Grant loans totaling $1,501,078 have been made. The result has been jobs created or saved.
Rural Development Loans: This program promotes and supports community based and community focused rural development efforts across a broad range of project categories. Seven projects have been funded totaling $519,3000, and include construction of an apartment complex, two new school buildings, computers for schools, and a new fire station and ambulance.
Youth Livestock Program: Working directly with banks, the borrower, and the EC, this programs makes funds available to EC residents to purchase livestock and gain livestock management skills. The EC committed $100,000 to the CD youth loan program. To date, thirteen youths have received loans totaling $48,500, allowing them to get into the business of raising cattle, sheep, and swine.
BASEC also has a Livestock CD Pledge program for adult EC residents. The purpose is to assist livestock producers to purchase livestock partnering with banks, borrowers and the EC. So far 26 livestock projects have been funded, totaling $599,485.
Housing Programs: A total of 25 single family home projects have been funded totaling $1,210,740 in direct funding from BASEC. Thirteen new homes were build and 12 were for purchase of existing homes. Another housing program is the Housing Preservation Grant/Loan Program for very low and low income families to make health and safety improvements in their homes. Loans totaled $27,200 and $98,000 have been passed on in the form of grants.
